
Gary Franklin Collins is a native of Virginia. He has a Bachelor of Arts in History, cum laude, from Radford University and Juris Doctorate from the University of Baltimore School of Law. He is an active member of the Maryland State Bar Association and a graduate of the U.S. Army’s Judge Advocate Officer Basic Course at The Judge Advocate General’s School in Charlottesville, Virginia.
Collins served as the Deputy Chief of Criminal Justice in 1st Armored Division in Ansbach, Germany and then Trial Counsel in Grafenwoehr. He was Trial Counsel and the Legal Officer for 3/325th Airborne Battalion Combat Team in Vicenza, Italy and deployed with the Airborne Battalion to northern Iraq for Operation Provide Comfort.
After leaving the Army with the rank of captain, Collins was a Legal Adviser for the United Nations in the West Bank and Gaza where he advised senior UN officials on public international law issues. He then transferred to the UN’s peacekeeping operations in the former Yugoslavia and Afghanistan where he advised on a wide range of legal issues, including rules of engagement and international criminal law.
He managed various multi-million dollar Rule of Law and Judicial Reform Projects for the United Nations, Denmark and USAID in Bangladesh, Bosnia, Lebanon and Serbia.
From 2020 to 2022, he was a Legal Adviser for the European Union’s Advisory Missions in Somalia and the Central African Republic. From 2023 to 2025, he was a Senior Political Adviser for the European Union’s Belgrade-Pristina Dialogue Team in Mitrovica, Kosovo.
Collins is a citizen of the United States and Italy. He is fluent in Italian and French and proficient in Serbian. He lives in Pavia, Italy.
