Facing UOTHC Discharge
“I, like many of you, have made mistakes along the way. And if you’ve served, you know—sometimes the weight we carry doesn’t allow us to be the perfect service member. Mental health, stress, and the pressure to cope in silence can lead us down hard paths. If you’re in that space right now, feeling lost, overwhelmed, or in need of someone to throw you a lifeline—I cannot recommend Mr. Carpenter enough. After struggling through months of uncertainty during my second Article 15 in a year and a half span, I found myself in a place no one wants to be: feeling unheard, unsupported, and utterly alone. My assigned military lawyer—though trying—was juggling far too much, and I felt like just another case file on an overcrowded desk. I had to dive into the administrative separation instructions myself, trying to become my own paralegal just to survive the process. Eventually, my wife and I decided something had to change. We began researching military lawyers throughout the European AOR, and after combing through every review we could find, one name kept standing out: Mr. Carpenter. It was nearly impossible to find anything but praise for his work and his results. So I picked up the phone. From the very first conversation, he made me feel something I hadn’t in months—hope. He didn’t just take my case—he took the weight off my shoulders. For the first time in ages, I felt like someone was truly in my corner in the military. Before hiring him, I was so stressed I could barely eat, sleep, or think about anything beyond the uncertainty of my future. But Mr. Carpenter changed all of that. Over the next few months, he worked tirelessly. He traveled over three hours to meet with me and everyone who would testify on my behalf. I watched him build my defense like a craftsman—careful, precise, relentless. When the day of the board hearing arrived, I walked in calm, collected, and confident—not because I wasn’t afraid, but because I knew I had the best beside me. The hearing lasted two full days. I still don’t know how he managed to get one of my former supervisors—a Major—to testify for me at 2 a.m. his time, in full dress blues, but he did. Mr. Carpenter left nothing on the table. After three hours of deliberation, the board decided on an Under Honorable Conditions (General) discharge. For me, after everything, that was a win. It gave me a path forward—a chance to continue serving this country I love, possibly with the National Guard. A second chance. If you’re on the edge, wondering whether to hire a lawyer—do it. The sleepless nights, the anxiety, the silence you face when you’re just another case to an overworked military defense system—it’s not worth it. You deserve someone who will fight for you the way you’ve fought for others. Mr. Carpenter is that person. I hope my story helps someone else out there who’s standing where I once stood. You’re not alone. And there’s still a way forward. Good luck—and keep your head up.”

Administration Separation Board, Positive Urinalysis, Petty Officer First Class
“In March of 2016 I was notified of my medical retirement. Within days of that I was informed that I had shown positive on a command urinalysis for Oxycodone. The investigator informed me that I had an expired prescription. I was then informed of the next steps, which were XOI, Captains Mast, and ASB. I immediately did my reach on the best military attorneys. Every website and phone call I made indicated that Stephen Carpenter is the best there is. Stephen is a professional in every sense of the word. He knows his way around the courtroom and know’s how to exemplify the facts. He was able to find facts the command didn’t think to look into and also emphasize my medical conditions. Through his hard work and diligence, my board was a no cause found for separation, unanimously. My family and I cant thank him enough for what he has done. My name has been vindicated and I can walk around with the pride I worked so hard to achieve. Also his intern Jason Greene is phenomenal. That young man is going to make for an amazing attorney one day. Thank you Stephen.”

Wrongfully Accused of Sexual Abuse of a Child ART 120
“I found myself in a situation that I wish no one ever has to go through. I was accused of a horrendous crime, sexual abuse of a child, under Article 120. I knew quickly that I needed to protect myself and my innocence. I thorough searched for the best lawyers that could defend my innocence, because it today’s Army, you are guilty until you are proven innocent. I found Mr. Carpenter who is highly reputable throughout the military law community. Mr. Carpenter is the top ranked lawyer on Avvo for a reason. Mr. Carpenter made me feel like I was part of his family, He never gave me any guarantees to a victory, but he did promise he would fight for me until the very end. No matter the time of day, Mr. Carpenter was always readily available for any concerns I may have. Mr. Carpenter truly cares for his clients, and his work ethic to fight for their innocence shows. CID couldn’t find any evidence to support the nefarious accusation that was levied against me. Due to the lack of evidence they couldn’t go forward with a court martial. As we all know how the Army operates, you’re guilty until you’re proven innocent. Certain people within my chain of command refused to let the case go and demanded I receive a GOMOR. A GOMOR is a career killer for anyone, and the burden of proof to issue a GOMOR is far less than of a court martial. A GOMOR was issued to me and it was recommended to the CG that I receive a permanent filing which would follow me throughout my career, and I would be automatically up for a separation board. I started to panic and stressing out. Mr. Carpenter was by my side every step of the way, reassuring me that he will fight for my innocence until the end. Mr. Carpenter made me feel more at ease throughout this entire process and made my stress levels drastically lower knowing he was fighting for me when no one else would. Mr. Carpenter spent countless hours drafting a power rebuttal for my GOMOR. The end product that Mr. Carpenter produced was so powerful and overwhelming with evidence to show the government didn’t do their due diligence and there was ZERO evidence to support their claim against me. Due to the powerful rebuttal written by Mr. Carpenter, the Commanding General decided to destroy the GOMOR (shred it), and I was once again a free man. I am now able to continue on with my career and receive my retirement all because of the hard work and dedication from Mr. Carpenter. There is no other lawyer in the world I want on my side except for Mr. Carpenter. If you’re in a situation, fight for you innocence! Don’t give up! Hire Mr. Carpenter, because he will fight with you until the very end. You get what you pay for, and every penny spent on retaining Mr. Carpenter was well worth it. He truly saved me, my career could have been over, and I could have possibly went to prison. I am now a free man and I can continue on with my life with my children all because of Mr. Carpenter. HE IS WORTH EVERY PENNY. Thank you for everything Mr. Carpenter. I can’t thank you enough. You saved my life. I owe you a beer my friend. You will forever be a friend and part of my family.”

ADSEP Board
“If you’re seeking military justice, you need an Attorney that has a winning strategy; even if you think the odds are stacked against you. Such as the case with me who was facing an ADSEP with an Other than Honorable Discharge recommendation. Mr. Carpenter represented me at the ADSEP hearing, wrote an Appeal on my behalf which directly resulted in checkmating the governments evidence. This resulted in the Separating Authority overturning the ADSEP findings. So military justice will prevail if you utilize Mr. Carpenter and his staff’s services.”

Excellent Military Law Attorney
“Mr. Carpenter and Mrs. Moeller defended me during a administrative separation board here in Europe. They called several character witnesses, and drafted documents, to fight for me, that included an expert witness report. Although the board found against us, the case is currently on appeal to HRC. I am genuinely grateful for the dedication Steve and his team put into and has continued to put into my case thus far. I couldn’t have asked for better legal representation. Thanks again! Steve”

Board Found No Misconduct.
“I highly recommend using Attorney Stephen Carpenter for your legal needs. I contacted Attorney Carpenter after receiving notification of a General Officer Memorandum of Reprimand (GOMAR). Attorney Carpenter agreed to take my case despite his full caseload. He immediately submitted his rebuttal that was used as facts for my Administrative Board Review. Attorney Carpenter rebuttal saved my 31 years of service in the United States Army.”

“Hired Mr. Carpenter to represent me at an administrative separation board. He was sound with his advice, thought of good strategies, and adapted well during the actual proceedings.”
